Dude that isn't a mod, it's just a save game! You have to put it in the savegames folder in My Documents.
CODE
C:\Documents and settings\[YOUR USERNAME]\My Documents\GTA San Andreas User Files
This is where you should put the file.
Keeping your technical skill level in mind i'll better warn you: You have to extract the file first. When its extracted don't copy the main.scm or any other files, only the one called "GTASAsf1.b"
