Cool though, some upgrades could be longer battery life and some steering equipment, like a long range radio link with minor rudders or something.

Why the hell would it be illegal? I suppose you'd have to ask permission for rocket testing, but not a balloon. Of course, there's a chance it'll get into an airplane's turbine... I guess the chance is small.
